Contract (capability incl. requiresFollowupFetch seam, verifySignature, normalize, fetch?, send), HMAC-SHA256 sign/verify (timing-safe), reference WebhookAdapter (normalize→IngestInteractionRequest), SandboxSink (no network), email/whatsapp fixtures.
