chore(env): document VAPID_* for Web Push offline notifications

Web Push (VAPID) env for the already-built notification stack: unset
VAPID_PUBLIC_KEY disables sends (WebPushDelivery returns 'failed'). Generate
with 'npx web-push generate-vapid-keys'.
